Primarily used as translation of foreign terms, notably Arabic محافظَة ‎(“muhafazah”). Historically also Russian губе́рния ‎(gubérnija, “guberniya”) and губернаторство ‎(gubernatorstvo) of Imperial Russia and Spanish gobernacion of Imperial Spain, among others.
